Since January 1, 2002, New York City has been governed by amateurs and novices: The mayor, the Comptroller, the Public Advocate, four borough presidents and 38 of the 51 City Councilmembers. So is the Council Speaker -- the second most powerful official in City government. Every day they are learning about their jobs and the people they represent. They are being tested under the toughest of political arenas.
How are the newcomers doing? And specifically how is the Council -- the often ignored branch of City Government -- with its changed rules and its new Speaker doing?
