In New York, more than 54,000 people are in prison at a cost of $60,000 per year per inmate under 40. Costs rise to $240,000 per year per inmate over 40, primarily because of increased health issues. Soffiyah Elijah, executive director of the Correctional Association of New York talks about one of their campaigns: "If the Risk is Low, Let Them Go! Release Aging People in Prison/RAPP"
